The Coweta Community Development Department plans for future growth and provides processing of development projects. Department staff provides support for the City's Planning Commission, Board of Adjustment, and Downtown Advisory Board. Staff also assists the City Manager in economic development efforts.

Tom Young - City Planner
Tom Young is the City Planner with the City of Coweta and is charged with assisting the Community Development Director with reviewing and processing Subdivision Plats, Board of Adjustment cases, Rezoning cases, Lot splits, Applications for Building Permits and issuing service orders for the building inspector. He also assists in providing support for the Planning Commission and Board of Adjustment. Tom has been with the City of Coweta for approximately 29 years in multiple positions as a part time employee, including EMT, Firefighter and Reserve Police Officer. Tom retired from the Fire department after 25 Years. Tom was raised in Tulsa and he and his wife Julie have two sons and three grand sons. Our oldest Tom E Young III lives in Texas, as well as our three grand sons. Our youngest son Alan and his wife Jessica live in Coweta; Alan is a Police Officer for NSU of Broken Arrow.
Planning Commission:
The Planning Commission is a five-member board that meets the fourth Monday night of the month and is responsible for recommendations to the City Council regarding rezoning, platting and lot splits. The Commission also works on special projects such as the Highway Overlay District and Regional Detention.
Board of Adjustment:
The Board of Adjustment is a five-member board that meets the last Tuesday night of the month and is responsible for making decisions regarding Variance and Special Exception to the Zoning Code. Typical cases include decisions regarding variance to building setbacks and lot size and special exception to the uses allowed in particular zoning districts.
Downtown Advisory Board:
The Downtown Advisory Board is a seven-member board that meets the second Monday night of the month. The board is responsible for making recommendations to the City Council regarding issues that affect the downtown area. "Downtown" for purposes of board discussions has been defined as the area between North (141st) and South (151st) Streets and between Bixby Street on the west and Avenue G on the east. Recent board discussions have included the use of sidewalk bond funds, signage and holiday decorations in the downtown area and design discussions regarding "pocket parks" and additional downtown parking. The board will be working with the Planning Commission regarding land uses in the downtown area and the formation of a special downtown overlay district.
DEVELOPMENT PROCESSING INFORMATION
Special Exceptions and Variances
Special Exceptions and Variances are processed through the Board of Adjustment and require a minimum of 10 days public notification. Staff will place the notice in a local paper and mail notification to owners of land within 300' of the subject property. The applicant is required to provide a 300' ownership list certified by an abstracting company.
Typical processing time is approximately 30 days. The application fee is $30; costs for the ownership list, newspaper publication and mailing vary but typically run in the range of $150.
Zoning Changes
Zoning changes are processed through the Planning Commission, which makes recommendation to the City Council. Changes to the zoning code and/or text require a minimum of 20 days public notification. Staff will place the notice in a local paper, mail notification to owners of property within 300' of the subject property and contract for posting of a sign on the property. The applicant is required to provide a 300' ownership list certified by an abstracting company. The application fee runs from $100 to $200 depending on the intensity of the proposed use, the fee for sign posting is $55. Costs for the ownership list, newspaper publication and mail out vary but typically run in the range of $150. Typical processing time from application to City Council action is approximately 45 days.
Platting
Plats are processed through the Technical Advisory Committee, the Planning Commission and the City Council. The Coweta Subdivision Regulations require a three-step review process by the Planning Commission, Sketch Plat, Preliminary Plat and Final Plat. Final Plat is approved by the City Council. TAC occurs at Sketch and Preliminary Plat levels; Preliminary Plats are required to be accompanied by construction drawings. Fees for Preliminary Plat are $50; fees for Final Plat are $100. TAC meetings are held on an as-needed basis.
Building Permits
Building permit applications are available and submitted at City Hall and are reviewed and approved by the Building Inspector and City Planner. Typical processing time is four to five working days.
